Count the max frequency of a number

Dear Everybody,

In attached file, I meet 2 problem:

1. In Part I- Only 0 & 1: The formula give the correct result. But when I change 1 to a number >0, I do not get correct result.

2. In both Part I & II, I have to put "" in blank cell to get correct result for Formula in B & D column.

Please help me to solve these problems.
