Concatenating text

I need to concatenate text that's in multiple rows.

Specifically, Column 1 has "Note" in a variable number of contiguous rows, and Column 2 has the text that I want to consolidate so that I'll have one long note rather than 6 or 8 short notes. If it matters, the total length of the final note will be less than 1000 characters.
