how can these date be converted from text to numbers

I still use excel 2002 with xls files.

value, date value, to columns etc did not work.
maybe i can add a year? concatenate?

they are in order. 2017 then after dec in 2018.

There are no dates after December in your file. Perhaps you are not showing us enough data.
 
i can post the whole file if you like!
but i doubt it is needed!
looks like some are text and some are numbers!

Highlight the range of data in column B.
Data-->Text to Columns
Next-->Next
Select Date
Change the Lookup to DMY
Click on Finish.

It has been a very long time since I used XL2002. I do not remember the layout of the menus. This is the best I can do for you unless you have a more current version of excel available. Your software is over 20 years old and this feature may not be available to you.
